GovQA is so flexible that each individual local government department can tailor Specific GovQA functionality to meet its needs. This is a critical feature because it does not force the department into a new manner of servicing citizens in order to use the system or in order to be similar to other departments. This flexibility also allows governments to use GovQA internally as a communications and workflow administration tool. In particular, each department can setup and maintain its own internal or external inbound and outbound communications:

" Inbound: Request for Services: Each department can define its own workflow rules, processing routes, service timing parameters and information that it wishes to collect for processing. GovQA can capture as much detailed information as a department requires. Request for Information: Each department can have its own knowledgebase of information that citizens can view. Messaging: Each department can capture and route and track incoming citizen messages according to its own needs

" Outbound: Alerts: Though generating a central citizen registration capability, GovQA permits each department to establish its own set of notifications or alerts. Surveys: each department can also create, administer and capture feedback on its own citizen surveys.
